Systematic American Foreign Policy in the Planning Stage
Crimes of the State in acquiring territory are written off as unfortunate and unintended mishaps. But far from being rare inconsistencies these events form a systematic pattern of abuse of countries across the globe as the crimes emerge on the pages of our past.
Furthermore we can see systematic patterns in events across countries that suggest that the pattern of abuse is far from being unintended. It all starts to look a little less like “error” and a little more like State Terror.
So, in second-guessing the manual of para-political subversion, let’s take an example and see how it might work. How might a state like Northern Ireland use the system to free itself of the long oppression of the British?
It may be helpful to point out before proceeding that in Ireland the “Unionists” – who are generally Protestants, do not want to be united with the rest of Ireland – they want to maintain union with the British. The Republicans want Ireland to be re-united.
The British Government and the Unionists have an interest to protect and will tie the Peace Process up in knots with outrageous demands that the IRA disarm while the British Army and the Royal Ulster Constabulary remain armed. What can the Irish Republicans now do to go beyond this and regain control of the whole of Ireland?
Get the Americans involved. Offer them some great investment opportunities. The British may bleat in protest about foreign interference and Sovereignty(!) but Americans are much more interested in resource acquisition and exploitation.
So, according to established practice as previously revealed, the strategy runs something like this…
1. LIES – find an evangelical, commie-hating, right wing zealot with a Ph.D. to paint the existing regime as the Great Satan. They can wildly exaggerate transgressions or just make them up. Create and fund a Media loyal to your own point of view. Point them to very important Ph.D. research to assist them in painting the Unionists as the Great Satan (primitives, savages, subhuman, extremists, terrorists, endless abuse of power and human rights).

2. TRADE EMBARGO – impose economic sanctions to weaken the current regime.
e.g. Iran after the overthrow of the Shah. Vietnam after the Americans were forced to withdraw. Cuba, Nicaragua.
3. ARM MILITIAS – Start a war. Arm the opposition to create civil unrest. Buy off a few Generals in the country’s army, promising them eye-watering corruption opportunities when the new regime comes to power. As the streets descend into chaos, urge the Generals to bring the army onto the streets to “restore order” (from the chaos that they have deliberately created), and remove the existing Government. A military coup to “oust the dictators and prevent further human rights abuses”. Use American forces to train local soldiers if necessary. Use “neutral” UN forces on the ground if necessary which lowers the possibility that the invading Americans will be viewed as Imperialists.
e.g. Iraq 1991, Panama 1989, Dominican Republic 1965, Guatemala 1954, Greece 1947. Whether neutral or U.S. forces, they are officially there to keep the peace but, like Bosnia, actually there to make sure that their new, armed allies staging the coup are doing OK.
4. ABDUCTION. Dictator and Junta disappear (“they must have fled”). Or just murder them.
e.g. Diem and Nhu in Vietnam 1963 where U.S. ambassador Lodge assists in the coup that leads to their murder. Or Bosnia, where Yeltsin is messing up the deal with the Serbs, so he has to be “taken to hospital”.
5. DEATH SQUADS – Loot, burn, murder – destroy all organised support for the opposition. Lots of sponsored media outrage about your own casualties and the vicious tactics of the enemy.
e.g. El Salvador 1979 where the “Matanza 2” massacres start after the Americans have installed Duarte as dictator and with the advice of their adopted World War 2 Italian fascist murderer Stefano delle Chiaie.
6. BRIBERY and THREATS – Offer emigration incentives to passive, unorganised popular support for the opposition. Keep them abroad with threats.
e.g. Guatemala 1954. After the U.S. invasion to oust the democratically elected government attempting land reform, Arevalo was kept abroad with legal threats preventing his return.
7. TORTURE – Any residual support can be scared into silence in the torture chamber. Castlereagh has a long and grisly history and is conveniently located.
e.g. Costa Rica 1990 before the elections, the Costa Rican Special Police (the OIJ) have an underground torture chamber in the basement of Police headquarters for this purpose. Or the notorious Abu Ghraib Prison in Iraq.
8. DEATH TRADE – Supply military equipment and training to local militia to carry on once invading force has left. Offer your stooge Militias commercial sidelines like human organ trafficking to keep their wallets full.
e.g. Nicaragua 1927. After the U.S. invasion, the U.S. train an army of favourites to replace the departing marines – “a country occupied by its own army”. Baby farms in Guatemala harvesting organs for sale.
9. LIES – Portray new regime as fluffy white angels.
e.g. After Yeltsin came to power in Russia, suppressing Government criticism by bombing the Parliament building, he was still portrayed by the West as a legitimate president.
10. ELECTIONS – free and fair now that all support for opposition has been removed. Ireland re-united… as a client of the United States.
e.g. Guatemala 1963 when the Green Berets invade and kill 10,000 and planes from Panama use Napalm to prevent the re-election of the returning Arevalo. Or Costa Rica 1990, where the election was fought between two pro-American businessmen while the opposition suffered under torture.
The Americans will offer all the above – a rather expensive service – to whichever client regime is most sympathetic to US objectives, i.e. the one that offers the most lucrative Title Deeds and Concession Treaties as payment. Wall Street issues new, attractive investment portfolios in Ireland.
As I said, it’s a rather expensive service – you have to give up most of your National Resources to make it happen.
Sergeant Fulgencio Batista was offered a good deal to lead a coup in Cuba in 1933. 5 years before in Nicaragua, the U.S. planners didn’t need a thug to lead a coup against the elected government. They just sent in the Marines who stayed for 20 years and left a 41-year dictatorship behind them. A series of loyal thugs called the Somoza family, ending in 1979.
Saudi Arabia is under American control as I write in 1995, and still now as I return to this in 2020, with even the BBC admitting that the Americans control the Saudi National Guard. Neither the King nor the Government control Saudi Arabia. Unsurprisingly, acts of “terrorism” follow against American installations in Saudi Arabia. Time is up for the US in the Middle East. The axe will fall when the US lose control of the Saudi Army.
So let’s take this as our next example. This time, we’re the Americans. The Saudi National Guard have changed sides and joined the Saudi people. Rather than losing control over oil, we will swing into action and dispense some Public Relations to the World via our loyal media.
We will say that there has been a coup against the Government and that “sections of the army” have joined the “fundamentalist rebels”. In order to protect the King and the “Government” from this “attempted coup”, we will increase the wages of those elements in the army that are loyal to the King and the Government. Saudi’s biggest enemy in the region is Iran but maybe best not to take sides with them at this stage. So instead we’ll go for an outright invasion and a mass bombing of the population. We’ll grab some international partners like the UAE to make it look more like a “Western Alliance”. Lots of shock and awe later, the war will end with the re-pacification of the people under terror and we’ll take care to re-build a much more loyal army. Just a token Saudi presence this time, maybe more Officers from the Emirates.
Or maybe we the Americans lost – we had to withdraw forces because there were too many casualties, even though we put those guys from the Emirates in the front line in view of the cameras. And we lost because there were big protests back home – too much public understanding saw through our Public Relations lies. The lies, if you didn’t spot them were
1/ If 99% of the army joined the Saudi people, the media will still refer to them as “sections” to suggest that they are the minority.
2/ The “fundamentalist rebels” are none other than the Saudi Arabian people, the population. Again “rebels” suggests a minority.
3/ The “Government” was elected after the opposition were crushed. It wasn’t a free and fair election, therefore they are not the Government since they were not the choice of the people.
4/ If the army take the side of the mass of people to overthrow a despot, it’s not an attempted coup, it’s a revolution.
5/ If we managed to blackmail one other foreign power into fighting with us, and every other country at the UN condems the invasion then it’s not a “Western Alliance”.
Using the correct terms that accurately reflect both the numbers on each side and their true natures, the news item would read as follows … “The army have joined the people in a popular revolution to overthrow the King and the puppet government, which is supported by American troops and foreign mercenaries. Saudi Arabia is attempting to leave the American Empire”.
The U.S. have had some pretty nasty bedfellows over the last 200 years, and counting. But, then again, a despot who agrees to give away his people’s country is bound not to be terribly popular with his own people, however much the American Press may sing his praises.
The U.S., by the nature of their policy, can only partner gangsters abroad because only gangsters will put their country’s resources at the disposal of the U.S. ahead of the needs of their own people. More beef exports means more landless peasants since there isn’t enough land to produce both maximum export profits and food for the resident population.
The idea that the new, thrusting beef export economy will supply the population with jobs is betrayed by the statistics on poverty, malnutrition, homelessness, disease and all the other unambiguous indicators of national prosperity. Economic growth and booming exports, remember, are not an indicator of national progress but simply an indicator of how well foreign corporations are doing in that country.
While we’re led to believe that we’re out there to stop aggression, we’re actually starting it as a pretext for invasion or counter-insurgency. Countries are taken and empires are built under the smokescreen of declared benevolent intentions, backed up by a complicit and uninvestigative media.
But now we understand the game, we can play too.
